The South Temiskaming Active Travel Organization (STATO) is pleased to have this opportunity to write to you regarding our project. In 2004, STATO was formed as a result of the community’s interest in the promotion and development of an active participative transportation routes through the City of Temiskaming Shores hi-lighting the waterfront. Dedicated volunteers make up the not-for-profit organization bringing a wide and varied range of experience to the organization.
The Waterfront Expansion is an umbrella project that includes many facets. A very strong and progressive partnership has been developed between the City of Temiskaming Shores and the STATO. Through this partnership, the vision of a 19.7 kilometre venue for non-motorized transportation has become a reality with construction of Phase I in progress and plans for Phase II and III nearing fruition.
The focus of the organization is the construction of a surfaced trail enabling all residents and visitors of Temiskaming Shores to enjoy the benefits of walking, strolling, cycling, jogging and other non-motorized activities throughout the length of the City on a safe and secure route. This project is important because presently the only venue for active transportation through out the community is the gravel shoulder of a roadway classified as Highway B where the speed limit for vehicular traffic ranges from 50 km/hr to 80 km/hour. There have been accidents involving vehicles and cyclists that have deterred cycling in this area to a point where it is extremely rare. A connector of safe active transportation would be used by citizens travelling to work each day, children travelling to sporting activities, those wishing to engage in physical activity to better their health while enjoying the vista of Lake Temiskaming and it would encourage visitors to the area for the purpose of actively travelling this scenic route.
The specific population is just over 10,000 but the pathway is viewed as a regional initiative and it is envisioned that it will serve a regional population in excess of 30,000. The Waterfront Expansion includes three phases based on geography: Phase I : Rotary Farr Park to Hughes Lookout Phase II : Hughes Lookout to Beach Boulevard & Beach Boulevard to Sharp Street Phase III : Sharp Street to former Dymond Township
The construction of this trail will promote an environmentally friendly community; there will be less gas emissions into our air when the community is more active. The social importance of this trail is significant. More and more people of all ages recognize the need for a healthier lifestyle; instead of driving, lets bike, jog, roller blade as an attractive option. The trail will be accessible to all residents and visitors, promote convenient use for fitness activities, provide a safe, secure route and environment for users, provide for connectivity between the City's recreational features and other high use areas, i.e. waterfront development, schools, downtown core and will also be wheel chair accessible.
The estimated cost for this project is approximately three million dollars ($2,600,000). The tireless efforts of STATO have resulted in a community based drive for action that has resulted in over 1,000 members of STATO and local fundraising initiatives that have reached over two hundred thousand dollars locally to date. Financial support has also been received from the Development Planning Project Study ($19,800), the Ministry of Health Promotion ($600,000), FedNor ($352,000) for the planning and design of the project, Trillium Fund ($75,000) and TemFund ($50,000).
PRESENT Phase I Rotary Farr Park to Hughes Lookout: Project Construction completed on the waterfront of Lake Temiskaming in the southern end of the municipality from City Hall to the Haileybury Beach in 2008. A segment was also constructed at Rotary Farr Park.
Phase II Hughes Lookout to Wabi Bridge 2009-2010 Detail plans, drawings and tender documents to be prepared in 2009 with construction slated for 2009-2010.

there is no where to rollerblade since the roads in our town are so rough and we're not allowed to roller blade on the bardwalk so i really want this trail for that reason

I have heard that this trail is going to be on a very busy street/highway where the cars sometimes travel over 100 km and there will only be plastic safety markers to protect everyone. Isn't there a better place to put this trail so it will be safe as the write up says....

When the trail is finished it will be approximately 21kms in length. There is about 5.5kms that runs along Hwy 11B, which is an 80km zone. Out of 21kms, this is a small distance, which is a section that will totally join our communities. At this time, people are travelling along this highway with no safe spot to ride their bikes/walk or job. The STATO Committee with the Engineers, has worked out the safest situation possible for all participating along this section of trail. At least with the trail along the side of the highway with a rumble strip and stanchions, people will be much more protected than travelling on the roadway and having to jump off the road onto the soft shoulders. I think this is a wonderful project that will benefit all residents of Temiskaming Shores young and old, it's the perfect thing to promote health and well being in our community.

I am concerned as well. What are these stanchions made from? Will the highway have to be reduced from four lanes? I have heard that the people living on Lakeshore in Haileybury will lose a lot because of the trail. That doesn't seem fair. What about the safety of the people that live there and the people that drive on that road? Where do you go when three police cars go screaming by?

All of these questions were answered during public council meetings. The construction of this trail has been designed to be safe. The space for parking will be reduced slightly, but the entire trail will be constructed on municipal property. The safety of the people that live there will not be reduced. There will simply be a safe place for runners and bikers to practice those activities instead of riding or running the busy roads. This has been done in numerous cities with much higher traffic. If you can just be open to change, you will see that everything will be ok... Keep on voting people... This is such a great project !! Can't wait to hit the trail and fee safe when I bike!

The STATO organization has been working very hard on their plan for several years now and has done an admirable job of raising funds from different levels of government and from the community. A portion of the planned activity trail will though cause significant hardship the residents of one city neighborhood, limit access to private and city services and will place the trail's users in jeopardy. Funding the existing STATO plan would be a mistake. Funding SHOULD be provided to STATO at such time as the organization revisits their plan and either works with the subject neighborhood in finding a solution or re-engineers their entire activity trail route.

This is an awesome project. I use the parts of the trail that are already constructed on a regular basis, and I can't wait to use the rest of it. The planners and engineers have designed a terrific trail that will provide a safe and beautiful place for people to walk, bike, run, rollerblade. There are a few grumpy people who will now have to walk a few feet to access public parking. The overall benefits to the health and wellbeing of trail users -- potentially EVERYONE in the community along with each and every visitor -- are numerous, and the loss of a parking spot or two shouldn't delay those benefits any longer than it already has.

What a tremendous projected that has been organized by community minded people for the community as a whole. It is well thought out, has had significant public input and people are ready and waiting for its completion. As a taxpayer who lives where the trail will cross the front of our house, I cannot wait! We already use what is built and are anxious for a longer safe trail. Imagine the day that our community is linked and a safe alternative to motorized vehicles exists.

Unfortunately questions have not been answered at public meetings. You can't put the cart before the horse and try to improve bad spots later, that is just poor planning. The parking on Lakeshore will not be slightly reduced it will be greatly reduced to 13 spots. It is more than a few feet to walk to public parking especially if you live near Temiskaming St., that doesn't sound fair. Will residents drive to public parking to pick up visitors to their homes? How are services supposed to access peoples' homes safely, this issue has not been addressed. How are people who travel this road supposed to pull over safely for emergency vehicles? Should a business be denied parking for clients and deliveries? Is that fair? What about hidden driveways on Lakeshore, have you ever tried to exit one of these driveways at peak traffic time now, without added distractions? Is that fair to the people who live there? Perhaps it is time to walk 1 km in someone else's shoes....

Here's a thought. I know lots of people that use Clover Valley Rd. to get from Haileybury to New Liskeard, even a very elderly gentleman. That would solve all these problems. Seems clear a new location is needed. You can ride all the way from North Cobalt to Moore's Cove on Quarry Road.

The Parking on Lakeshore should not be a problem. All but one person has a parking spot, and they most likely realized that when they bought the house. Yes the parking is for the public, but if you have your own driveway why park on the street? Most people would think about the location of a driveway when they buy a house. And I rather doubt a person would need to walk 1km to get to a house. There are lots of side streets to park on. If they're going to walk a km, let it be on a nice trail! That's what it's there for. Perhaps it's time for people to start thinking about the community instead of themselves...

The ability to park on public property (ie Lakeshore road) in front of your house is not a right. People don't lease parking space on those streets from the city. There are many cities where people have no parking for many blocks around their neighbourhood and they figure out how to make it work. It makes more sense to me to have this roadway used for more people than just the few that live close by and feel they have 'first dibs' on the use of the roadway as their own personal parking space. I think safe pedestrian trails are at a very bare minimum in this city, and that includes sidewalks. Giving up a little car-space to make way for people being physically active is a very worthwhile trade-off. While the change may be difficult and painful to accept for some, the benefit to a greater number of people in the city is worth it. I also think that reducing the speed limit to 50 - 60 km/h and considering this a scenic parkway would go a long way to making the entire trail safer.

This goes beyond a personal parking space but many people don't want to face all the issues. What are they afraid to see....... It is obvious that some people just don't know what it is like to live on Lakeshore Rd./Hwy. 11B nor understand the nature of the road. It may be difficult and painful but try to walk, run, or bike in their shoes to really understand what it is like and perhaps you will gain a greater understanding of their lot.

The trail is an excellent idea, allowing pedestrians, bikers, joggers and cars to share the roadway. As for losing parking places, the roadway was only two lanes until about 20 years ago. Also, there is no parking there in the winter time, so the owners lose nothing that they "owned" before. As for using the Quarry road, why would someone living downtown, have to climb a steep hill to bike? Sounds like the old story of the dog in the manger! An elderly biker

As a home owner for over 10 years on Lakeshore Road South, who daily uses a vehicle to commute approximately 3 kilometres to work, I'm looking forward to the day I can safely walk, jog, or bike, as currently, I refuse to do battle with 100 km traffic on soft gravel road shoulders. The City recently had "sufficient fortitude" to reduce the speed limit from 50 to 40km a km on either side of the Northdale Seniors. Slow down and enjoy the scenery, and reduce the 50's to 40, and the 80's to 70. Stop the childish bickering, and get on with building an EXCELLENT activity for ours and future generations !!

All the pipes on the Lakeshore road were replaced a couple of years ago. The city should now rework the road and make it a beautiful road for all. Why not have the road widened, new sidewalks are needed anyhow. Have you ever tried to walk there? The space is wide enough to accomadate everything. All that has to be done is widen the east side. There is lots of wasted space there. Remove the hydro poles and place them where they won't be in the way. The city should be putting in more funding for this project. It could be a showpiece for all to learn how to build. Vote!

I think most people feel a trail somewhere is a good idea but I also think there are VALID concerns about the location. These things have to be worked out for the good of ALL and for the safety of ALL. Planners should not only be concerned about the safety of the trail users but the safety of every single person along the route be it resident or motorist.

George, I live just off Lakeshore Rd. Haileybury. Why should I have to push a bike up the Main Street Hill 2 km. and bike 5 km just to get to Clover Valley Road to safely (your version) bike to New Liskeard? On a narrow 2 lane road and an even narrower gravel road? The Highway Traffic Act gives me the right to one full lane while operating a bicycle and anyone who wishes to pass must move into the opposing lane, otherwise they must stay behind until safe to do so. So what is safer for both motorist and biker? A bicycle path of course!

I don't think that this website, or community fund has been established as a venting spot for peoples concern on the details of the trail. As a community, we know there are concerns, and I'm sure they have been addressed, whether in peoples best interest or not, in another forum. Please remember what THIS website was designed for. I'm sure the STATO commitee hears all your comments, but I would hate to find out that our chances at more funding for a project that's moving ahead was at risk because of comments made.

This trail is an excellent idea and long overdue. It will be wonderful to have a safe place to run, walk and bike. Currently, there aren't many safe biking routes in this area; even though the Highway Traffic Act allows bicyclists the right to a full lane, few motorists respect that, making biking dangerous. A trail would solve that situation. I know a number of people who would consider biking to work, school or just for fun if there was a safe route to do so. Why should we care about people who want to bike, run, walk or roller blade? Any of these activities is part of a healthy lifestyle, and living a healthy lifestyle can help reduce the burden on our overloaded health care system, saving us all tax dollars in the long run. Also, getting out of the car is not only good for our bodies, but it's good for the environment as well. I agree with tdingman, this is not the place to vent concerns. The STATO trail is an amazing project that has been well thought out. People have had other venues to voice concerns, and as a result some modifications have been made to the planning. These modifications cost money. More modifications could probably be made with more funding. Don't ruin this for the rest of us. I would also like to thank all STATO volunteers and supporters for all the hard work and dedication to the trail, the community, and the promotion of a healthy active lifestyle. I'm fairly certain that this discussion board is meant for postitive comments regarding that STATO trail that would encourage people to vote for funding of the project, not deter them from voting. If you have negative comments, please take the initiative to start your own discussion board on another website. I can well appreciate that there are concerns out there, I just don't think that this is the proper forum for them. Many people are actively trying to promote this idea here, please respect that. On a lighter note, this project is a fantastic idea that will encourage and initiate active, healthy living in our community. Kudos to Linda and the STATO team for all their hard work.

I sure hope that when our auto insurance rates goes up, as they say they will, no one says "What has an insurance company done for me lately". Aviva is not looking for the nitty gritty's of our plans, they're looking to put your money back into the community. If they take a look at these "comments" (this is not meant to be a discussion board, but comments), I wouldn't blame them if they turned around and ran. Maybe the money they donate will help improve another part of the trail, it may have NOTHING to do with Lakeshore. But alas, our chances at help from an industry that takes our money year after year may be blown because of someone's complaints that we've all heard already.

Hi everyone! It is a super community project. It is fun and we are building this for THE NEXT GENERATION. Therefore, can you stop acting as crying babies and forget the ''me-myself and I''. It is time to look forward for the next young healthy generation who will use the trail. We manage to survive despite the fact that we had no seatbelts, no airbags, no good snow tires, no Purel nor computers. So, don't worry so much about safety and the comfort. We all will survive to the changes the trail will generates in town but I can insure you that it will be success! First steam engine was scary but it end up making a better world. Without the vision of progress and the will to build a better world, none of the Historic Houses of the beautiful Haileybury would have been erected. But, thanks to all this previous entrepreneurs, today's drivers can enjoy the beauty. We can't wait for this project to become a reality! The thought of being able to safely cycle with a bike trailer from Dymond to Haileybury will greatly influence our day-to-day activities and where we spend money. I wouldn't be surprised if the spin-offs of the trail include higher profits for business and increased property values. What a vision! What a great community! The people of Temiskaming Shores should be proud and supportive of the STATO committee and volunteers and all of the time and hard work that have put into this project. As with everything in life, you can't please everyone all of the time. What this Trail will do for this community today and for many years to come, is to allow all residents to enjoy the beauty of Lake Temiskaming and help to join our "3 cities into 1". It is good for families, health, fitness, the environment and an overall "better quality of life". Isn't our "quality of life" what everyone here strives for. I commend the hard work of STATO, but am concerned. Although the idea of a community path is an excellent idea, I am wondering why a public information session has not been organized to outline the most recent details and mapping of the path changes, as well as specific safety measures to be considered. The path along Lakeshore Road from New Liskeard to Haileybury on the lakeside poses many potential safety issues for path users and homeowners. There are several driveways, many hidden. Exiting and entering for many is already a problem. I'm wondering how path users are being considered in this regard. There has been no confirmation that the excessive speed on this stretch of highway will be monitored or changed for the safety of the new proposed uses. I'm wondering if the issues of potential liability for homeowners and the city, and safety concerns for families using this path are being considered and, if so, how will the public be advised of this? Perhaps the Clover Valley

My husband and I bike along Hwy 11B regularly and we find that drivers are not considerate towards bikers, and do not allow a safe distance when passing a cyclist, even where there is an extra lane! We can hardly wait to be able to use the new path.

Bottom line is walkers need a safe way to New Liskeard from Haileybury and vice versa. Especially at night, when walking along lakeshore one can find themselves on edge practically sharing the road with motorized vehicles. Also, having walkers so close to a driver's lane at night can be irritating and startling. I remember when I had a part time job as a student without a vehicle. I would walk from Haileybury to my post in New liskeard, and then have to walk along lakeshore after a shift in the late evening. Many drivers expressed theyre frustration and fear of 'running me down' by sounding theyre horns.

The students at H.P.S. have been using the trail by the tennis courts as part of their running route during our Running Club season. It is fantastic to have a safe place for students to participate in running and walking. Several students have achieved personal goals in running and overall improvements in their physical health have been incredible! I can't wait until the next phase of this project is underway!

I likely won't use the trail myself... but I know a heck of a lot of people would, and it WOULD be a great way to encourage safe physical activity. I'm all for it and support the STATO project whenever I can. I find it bewildering that some people are against it for the simple reason that they won't personally benefit from it. What is good for YOUR COMMUNITY is also good for YOU.... no? A happy community is a well-rounded community.

I used to bike between New Liskeard and Haileybury for work all the time. I don't bike along that stretch anymore because I have been run off the road so many times and even clipped on a few occasions. I can't wait for their to be a bike path so that we can ride throughout the community! Bike commuting is such a great way to get in shape and fit exercise into your day!

Thank you all for your continued support of this tremendous project. As one member of the STATO commitee, I can assure you all that the Team has tried to engage the public with meetings and presentations and to incorporate the concerns of all. The Trail had originally been slated to be on the west side of 11B and after hearing the issues of the residents it was again looked at by an engineering firm and subsequently moved to the east side to address the issues presented. However this is not a perfect world and the "not in my backyard" feelings of some residents will never be assuaged unless it was moved, at further significant expense, away from Lakeshore completely. Please be advised that as a member of council and a board member on the Police Services Board we will be monitoring all aspects of the trail to ensure a safe, enjoyable and healthy alternative to motor vehicle transport. Awesome job St Cyr clan to bring this incredible initiative to this point. It's unfortunate that sometimes to make an omelette we must break a few eggs. As a Realtor I can see a positive impact to those houses very close to the trail, I can also tell you that you cannot sell or include in the sale of a property what you do not own. The benefit for the whole community will be a positive one, the benefit to home owners near the trail could be a financial one. For once good citizens of Temiskaming Shores can make something happen which would be good for everyone. Vote often!!!!

This project will link some of our community’s finest attractions such as the Haileybury and New Liskeard Waterfronts and will allow children and adults alike to travel safely within the community, either on foot or by bike. Furthermore, not only will it help the residents of Temiskaming Shores lead more healthy and active lives, but it will also allow people to use greener, more environmentally friendly means to travel within the community. By doing so, residents of Temiskaming Shores will be doing their part to reduce their global carbon footprint and thus contribute to a healthier and cleaner environment for the future of our children and the next generations. With its magnificent Lake and various local attractions, festivals and businesses, Temiskaming Shores is already a gem of the North when it comes to tourism. The time and energy that has been put into this project thus far is absulutely amazing but we have along way to go. The trail will inspire people to get ACTIVE and stay ACTIVE and most importantly in a safe way off the streets and sidewalks. There are so many plans to make it a beautiful trail with benches, trees and gardens that it will become a place to meet and say hello to your neighbours. Bear River, Nova Scotia has its fair share of drug and alcohol related issues and we are trying to add a playground to the village to give our children a safe, fun environment in which to play and interact. Our hope is to make the playground the focus of cross-generational and cross-cultural socialisation, bringing people together on all levels to help create a more dynamic, involved society within the village. Active transportation routes are so important for many reasons: - Greenhouse gas reductions - To improve physical activity opportunties for all - To allow non-auto commuters including youth, seniors, physically disabled, and persons of low income to safely move around a community or communities - As part of a network of active and safe routes to school - To reduce our dependence on the auto for getting us everywhere - To attract tourists - To support business activity along the route - cars don't shop, people do! I live on Lakeshore and am also concerned about safety. Not all sections of Lakeshore are safe. At peak traffic getting in and out of my driveway can be challenging. Now I will have a trail to worry about. I for one am not in favour of this trail. I would think that most people in favour of this trail don't live on Lakeshore Rd. Why can't it go down Clover Valley Rd. away from traffic. It is very scenic and alot safer. When you are riding a bike, one is supposed to concentrate on just that, not looking at Lake Temiskaming with all the traffic around you.

lakehouse, what do you think is more of a danger: 1) people biking on HIGHWAY 11B, or 2) biking on a safe trail with your entrance near it? if you still think it's such a danger for you to back out of your entrance, why dont you use your bike or walk or rollerblade as often as possible to reduce the chance of accidents? Jo, why is my opposition improper, because I live on Lakeshore. I pay taxes like everyone else and have a right to speak my mind. I choose to live on Lakeshore to get away from people walking by my door. So I have a right to by upset. You might think differently if you lived here. Everyone thinks this is a great idea as long as it isn't on there road or street!

I live on lakeshore and I am for the project in a BIG way, but I still respect your opinion. Just didn't want people to think that all the people on lakeshore are opposed. I think of how this trailed will be used by me and my family and it is basically in my yard .. how fortunate is that!

This is by far the best idea so far for our community. To be able to connect Dymond to Haileybury in this fashion is fantastic. I will welcome the day I can ride into Haileybury and even do some shopping on my little bike. The whole concept is incredible. It will affect young, old, families, singles, French, English - absolutley everyone will be able to make use of the trail.

This project improves the health of local and regional residents, improves the environment by promoting active travel over auto travel, improves accessibility to transportation options for those who do not drive (youth, seniors, persons of low income), improves social capital, and provides an economic stimulus to nearby businesses as cars don't shop, people do! It is such a great cause and will benefit the entire population.... which by the way, we are apparently the 2nd smallest City in Ontario. We have done extremely well for the size of our City... Thank you for your hard work and effort in the Aviva Community Fund competition. Unfortunately, although it was very close, our project did not receive enough votes to move on to the Judging phase of the competition. Over the course of this competition, our submission has generated quite a following. The great news is that change can happen with just the effort and support of the community. Let’s keep the project alive and make positive change happen in our community. By voting for the STATO project, and pushing it through to the Semi-Finals, people have already demonstrated that it’s important to them.
