The South Temiskaming Active Travel Organization (STATO) is pleased to have this opportunity to write to you regarding our project. In 2004, STATO was formed as a result of the community’s interest in the promotion and development of an active participative transportation routes through the City of Temiskaming Shores hi-lighting the waterfront. Dedicated volunteers make up the not-for-profit organization bringing a wide and varied range of experience to the organization.

The Waterfront Expansion is an umbrella project that includes many facets. A very strong and progressive partnership has been developed between the City of Temiskaming Shores and the STATO. Through this partnership, the vision of a 19.7 kilometre venue for non-motorized transportation has become a reality with construction of Phase I in progress and plans for Phase II and III nearing fruition.

The focus of the organization is the construction of a surfaced trail enabling all residents and visitors of Temiskaming Shores to enjoy the benefits of walking, strolling, cycling, jogging and other non-motorized activities throughout the length of the City on a safe and secure route. This project is important because presently the only venue for active transportation through out the community is the gravel shoulder of a roadway classified as Highway B where the speed limit for vehicular traffic ranges from 50 km/hr to 80 km/hour. There have been accidents involving vehicles and cyclists that have deterred cycling in this area to a point where it is extremely rare. A connector of safe active transportation would be used by citizens travelling to work each day, children travelling to sporting activities, those wishing to engage in physical activity to better their health while enjoying the vista of Lake Temiskaming and it would encourage visitors to the area for the purpose of actively travelling this scenic route.

The specific population is just over 10,000 but the pathway is viewed as a regional initiative and it is envisioned that it will serve a regional population in excess of 30,000. The Waterfront Expansion includes three phases based on geography: Phase I : Rotary Farr Park to Hughes Lookout Phase II : Hughes Lookout to Beach Boulevard & Beach Boulevard to Sharp Street Phase III : Sharp Street to former Dymond Township

The construction of this trail will promote an environmentally friendly community; there will be less gas emissions into our air when the community is more active. The social importance of this trail is significant. More and more people of all ages recognize the need for a healthier lifestyle; instead of driving, lets bike, jog, roller blade as an attractive option. The trail will be accessible to all residents and visitors, promote convenient use for fitness activities, provide a safe, secure route and environment for users, provide for connectivity between the City's recreational features and other high use areas, i.e. waterfront development, schools, downtown core and will also be wheel chair accessible.

The estimated cost for this project is approximately three million dollars ($2,600,000). The tireless efforts of STATO have resulted in a community based drive for action that has resulted in over 1,000 members of STATO and local fundraising initiatives that have reached over two hundred thousand dollars locally to date. Financial support has also been received from the Development Planning Project Study ($19,800), the Ministry of Health Promotion ($600,000), FedNor ($352,000) for the planning and design of the project, Trillium Fund ($75,000) and TemFund ($50,000).

PRESENT Phase I Rotary Farr Park to Hughes Lookout: Project Construction completed on the waterfront of Lake Temiskaming in the southern end of the municipality from City Hall to the Haileybury Beach in 2008. A segment was also constructed at Rotary Farr Park.

Phase II Hughes Lookout to Wabi Bridge 2009-2010 Detail plans, drawings and tender documents to be prepared in 2009 with construction slated for 2009-2010.
