Hospice for terminally ill street people

Instead of freezing to death in a back alley or under a bridge, I would like to establish a home where dying street people who have pushed a shopping cart full of their worldly possessions and pop cans and beer bottles for a large part of their 40 or 50 years of life to have a safe, clean, warm bed and home where they can finally have a place to rest and die for the last few weeks or months of their weary lives. I imagine a house with maybe four or five rooms; specially designed for those who have lost feet or legs to frostbite or diabetes; caring, specially trained staff; hot meals and coffee ... a house where relatives and friends can come to visit or to say goodbye.
